The World Federation of Scientific Workers (WFScW) and UNESCO share roots in the Social Relations of Science (SRS) movements and in the Franco-British scientific relations which developed in the 1930s. In this historical context (the Great Depression, the rise of Fascism and the Nazi use of science, the social and intellectual fascination for the USSR), a new model of scientific internationalism emerged, where science and politics mixed. Many progressive scientists were involved in the war efforts against Nazism, and tried to (...) prolong their international commitments into peacetime. They contributed to the establishment of the WFScW and of UNESCO in 1945–1946. Neither the WFScW nor UNESCO succeeded in achieving their initial aims. Another world emerged from the immediate post-war years, but it was not the world fancied by the progressive scientists from the mould of scientific internationalism. The aim of this article is to follow the path from the Franco-British networks towards the establishment of the WFScW and UNESCO; from an ideological scientific internationalism towards practical projects. It is to understand how these two bodies came to embody two different scientific internationalisms during the Cold War. (shrink)

Since ancient Greece’s “megalopolis,” the concept of vast cities has loomed in the urban discourse. A century ago, English planner Patrick Geddes warned about a growing imbalance between traditional society and ever-larger conurbations, an anxiety that Lewis Mumford later invoked to predict that urban hubris would inevitably collapse of its own weight. In 1961, by contrast, the geographer Jean Gottman surveyed the interconnected agglomeration stretching from Washington, D.C. up the east coast of the United States to the cities of (...) southern New England, and more optimistically highlighted this new urban form’s governance potential. Today, the question is not whether urbanism will arrive at the scale that so concerned Geddes and Mumford yet engaged Gottman—it already has. Commentators and scholars increasingly recognize that vast polycentric urban regions are displacing cities and metropolitan areas as the locus of modern growth and development. Eleven distinct urban-centered megaregions, for example, concentrate the bulk of the population and economic activity in the United States, and similar clusters are coalescing globally, from Greater Tokyo, Beijing, and the Pearl River Delta, to the arc from São Paulo to Rio de Janeiro, to the European urban spine running from London to Milan. Grappling with the phenomenon’s legal-institutional dimensions—whether and how to formalize governance to match this scale—requires more than transposing the descriptive and normative discourse on metropolitanism. Crosscurrents around fragmentation, efficiency, inequality, and democratic legitimacy refract, but there are distinct arguments for fostering governance—and equally particular concerns to anticipate—with the rise of the megalopolis. This book is highly recommended for those who want to break into the current realism/anti-realism debate, as it ranges over the fields of Philosophy of Science, Linguistic Analysis, Cognitive Science, etc. It would make an ideal text for those teachers who want to give their students a "map of the territory," indicating the various positions and implications of positions, and stances of the major "players"--Kuhn, Feyerabend, Van Fraasen, Davidson, Dummett, Putnam, Quine. In Devitt's view, two errors plague much of (...) the contemporary discussion: There is a confusion between what constitutes realism and what should be evidence for realism. The issue of truth is attacked first, and only subsequently the issue of realism. The order should properly be reversed. The more encompassing theory of the world takes up the realism/anti-realism debate; this should be settled first, on the usual grounds for accepting any theory-usefulness, plausibility, etc. The semantic issue of truth arises only in the relatively parochial and circumscribed sub-set of our general theory, the theory of people and their behavior, especially, for Devitt, their teaching, learning, and general communication. Our answer to the latter should not reflect back upon and control our answer to the former, as it has often done in the modern period, where the issue of certainty confused the issue of truth and made anti-realism more attractive than realism. Devitt gives the best description of his own position as follows: "he theory of understanding is the wrong place to start. The task is to put together the most plausible comprehensive theory of the phenomena that confront us. Theories of language and understanding are only two among many scientific theories that must be fitted into the comprehensive picture. Realism is an overarching empirical theory or principle. It is initially plausible. It is supported by arguments that make no appeal to theories of language or understanding. Its rivals all fail. What firmer place could there be to stand than Realism, as we theorize in such undeveloped areas as those of language and understanding? In contrast, the poor state of theories in those areas, whether verificationist or not, makes them a bad place from which to start theorizing, particularly in determining overarching principles about the nature of reality. To think otherwise is to put the cart before the horse". The arguments for the above claims are tight and reward the effort needed to work through them. Frequent cross-references keep the reader from losing the forest for the trees. The realist has felt naked and defenseless before the recent onslaughts of the above-mentioned anti-realists. Devitt, following the lead of Hartry Field, gives him a suit of clothes, indeed, in this reader's opinion, a suit of armor. Devitt chases down the enemies of realism into their rabbit holes; not the least impressive aspect of this work occurs when Devitt indicates the valid criteria of what should count as an "adequate explanation"--what should rationally be demanded--and how these can be abused. Devitt unmasks the "coyness" of certain well-known anti-realists for what it is--an inability to provide an explanation when one is truly needed, an inability camouflaged by demanding of the realist an "explanation" where none in fact is needed. Problems of Rationality is the eagerly awaited fourth volume of Donald Davidson 's philosophical writings. From the 1960s until his death in August 2003 Davidson was perhaps the most influential figure in English-language philosophy, and his work has had a profound effect upon the discipline. His unified theory of the interpretation of thought, meaning, and action holds that rationality is a necessary condition for both mind and interpretation. Davidson here develops this theory to illuminate value judgements and (...) how we understand them; to investigate what the conditions are for attributing mental states to an object or creature; and to grapple with the problems presented by thoughts and actions which seem to be irrational. This essay develops the relation, implicit in Essay 11, of intentional action to behaviour described in purely physical terms; Davidson repeats from Essay 3 that an action counts as intentional if the agent caused it, and asks to which degree a study of action thus conceived permits being scientific. Davidson stresses the central importance of a normative concept of rationality in attributing reasons to agents ; because this concept has no echo in physical theory, any explanatory schema governed (...) by the concept is irreducible to physical theory. Davidson adduces several facts that prevent us from giving strict laws connecting reasons and action: first, we cannot give conditions that are not only necessary but also sufficient for an action to be intentional, using only the concepts of belief, desire, and cause----for we cannot specify the ”right way’ in which beliefs and desires cause actions ; second, a certain holism of the mental pervades explanations of human behaviour: we cannot assign beliefs and desires independently of and prior to the actions they cause, a point Davidson takes Ramsey’s work on subjective probability to have shown. Davidson appends a set of replies to critics, which clarify his attitude to psychology as a science, his analysis of statements of law, the principle of causal interaction, and the relation between mutually irreducible explanatory schema. Nicolas Malebranche in the Treatise on the Love of God argues against the Quietists, who thought that the pure love of God required the extinction of self-interest, understood to include a stance of disinterestedness with regard to happiness, even to eternal happiness. Ipresent Malebranche’s essay as structured by contrasts the resolution of which Malebranche maintains leads to union with God, whichis love and happiness. By referring to several thinkers, past and present, I suggest alternative ways of thinking about God, love (...) of God, and self-interest. I conclude that although Malebranche is in a long line of thinkers who hold that the object of the will is the good, and who equate this good with God, and God with happiness, and although he offers correctives to a too easy-going spirituality, certain theses that he defends are not in line with classical views of God and His attributes. In 1931 eminent chemist Fritz Paneth maintained that the modern notion of “element” is closely related to (and as “metaphysical” as) the concept of element used by the ancients (e.g., Aristotle). On that basis, the element chlorine (properly so-called) is not the elementary substance dichlorine, but rather chlorine as it is in carbon tetrachloride. The fact that pure chemicals are called “substances” in English (and closely related words are so used in other European languages) derives from philosophical compromises made by (...) grammarians in the late Roman Empire (particularly Priscian [fl. ~520 CE]). When the main features of the constitution of isotopes became clear in the first half of the twentieth century, the formal (IUPAC) definition of a “chemical element” was changed. The features that are “essential” to being an element had previously been “transcendental” (“beyond the sphere of consciousness”) but, by the mid-twentieth century the defining characteristics of elements, as such, had come to be understood in detail. This amounts to a shift in a “horizon of invisibility” brought about by progress in chemistry and related sciences. Similarly, chemical insight is relevant to currently-open philosophical problems, such as the status of “the bundle theory” of the coherence of properties in concrete individuals. (shrink)

In the latter sense, the essay draws on the theory of Rene Girard regarding novelistic conversion: the artist’s “disavowal of the mimetic desire that has enslaved him to his models.” Since Christ is in (...) However, the question of whether NFTs can be considered art at all remains open to debate. In order to distinguish NFTs from other digital and non-digital artworks, we will first provide an overview of what NFTs are and what kind of digital space they belong to. Secondly, we will analyse the (...) conditions that an NFT must fulfil in order to be considered an artwork, according to its inherent characteristics. The results will show that, firstly, an NFT artwork depends on its artistic concept; secondly, its representational content has to be a visual interpretation of the NFT concept and related to data according to the concept; and finally, the concept defines the whole ecosystem and the aesthetic properties of NFT artworks. Descartes with his sharp separation of the mental and the physical set the stage for the philosophy of mind for the next 350 years. Philosopher Patrick T. Mackenzie finds in the later writings of Wittgenstein the suggestion that Descartes got off on the wrong foot. Following Wittgenstein's lead, Mackenzie argues that instead of analyzing our human nature as a composite of mind and body, we should view ourselves as whole persons. One of the dividends of this approach to the (...) mind-body problem is that it provides us with a resolution to the problem of human freedom—i.e., how can a human being be free if his or her body (including the brain) belongs to a deterministic world? Mackenzie here argues that the person is largely free even though the movements of the body are determined by neurophysiological events. He takes the same approach to the philosophy of mind as that taken by M.R.Bennett and P.M.S.Hacker in their recent and controversial book, The Philosophical Foundations of Neuroscience. A study of problems, all revolving around the subject of intellect in the philosophies of Alfarabi, Avicenna, and Averroes, this book starts by reviewing discussions in Greek and early Arabic philosophy which served as the background for the three Arabic thinkers. Why do humans make music? Theories of the evolution of musicality have focused mainly on the value of music for specific adaptive contexts such as mate selection, parental care, coalition signaling, and group cohesion. Synthesizing and extending previous proposals, we argue that social bonding is an overarching function that unifies all of these theories, and that musicality enabled social bonding at larger scales than grooming and other bonding mechanisms available in ancestral primate societies. We combine cross-disciplinary evidence from archeology, anthropology, (...) biology, musicology, psychology, and neuroscience into a unified framework that accounts for the biological and cultural evolution of music. We argue that the evolution of musicality involves gene–culture coevolution, through which proto-musical behaviors that initially arose and spread as cultural inventions had feedback effects on biological evolution because of their impact on social bonding. We emphasize the deep links between production, perception, prediction, and social reward arising from repetition, synchronization, and harmonization of rhythms and pitches, and summarize empirical evidence for these links at the levels of brain networks, physiological mechanisms, and behaviors across cultures and across species. Finally, we address potential criticisms and make testable predictions for future research, including neurobiological bases of musicality and relationships between human music, language, animal song, and other domains. The music and social bonding hypothesis provides the most comprehensive theory to date of the biological and cultural evolution of music. (shrink)

Raspadom SFR Jugoslavije i stvaranjem novih nacionalnih drzava, jedinstvena Islamska zajednica u SFR Jugoslaviji transformisala se u nekoliko samostalnih islamskih zajednica. Autor se u ovom tekstu bavi samo promenama organizacionih struktura islamskih zajednica i pruza osnovu za dalja analiziranja i istrazivanja tih promena, svestan da su institucionalne promene deo sireg procesa transformacije balkanskih drustava, odnosno etnicke homogenizacije, revitalizacije religije, politizacije religije, religizacije politike, demografskih kretanja itd. (...) Situacija je najslozenija u Srbiji gde su muslimani organizovani u nekoliko islamskih zajednica. Medjusobno osporavanje legitimiteta predstavnickih tela islamskih zajednica predstavlja veliki problem u zastupanju verskih prava i interesa muslimana i nepostojanje jedinstvene verske organizacije u velikoj meri otezava njihov polozaj.
